Edgar Cayce called Arcturus the most advanced civilization in the Universe, the civilization that is most God-like.
Arcturus is the home of higher dimensional entities, who are dedicated to service and healing. They specialize in emotional and spiritual healing, and have mastered techniques, far beyond what we can imagine. This emotional and spiritual healing is the reason why a lot of psycho-spiritual healers have a special connection with Arcturus.
The Arcturians work together with the Sirians. Together they have established, what could be called, 'the Arcturian/Sirian matrix' or network. One source mentions they supposedly have some bases on the moon.
Arcturus also is "an energy gateway through which humans pass during death and birth. It functions as a way station for non-physical consciousness to become accustomed to physicality." (Lyssa Royal & Keith Priest, The Prism of Lyra).
Arcturians are very angelic in nature. In fact, a lot of encounters with Angels, actually are encounters with Arcturians.

Note that the Branton Material claims that the Arcturian solar system is also inhabited by a third dimensional humanoid civilization. These would have been contacted by the Draconian Empire with a plea to join them. The material however contradicts itself with regard to the question whether they actually did join, or chose for an independent position (not tied to the Draconian Empire, nor to the Federation of Planets).
The entirety of the Arcturians life purpose is for spiritual development. All jobs occupations and tasks are designated by
that individual’s spiritual journey. The Arcturians do not eat like we do, but rather consume positive forms energy. They
are the most intellectually acute species known and one of the most caring.
The Arcturians have long served as guardians of Earth. Protecting us from other civilizations with advanced space
vehicles. They long to assist our earthly spiritual development and move us into the 4th dimension and expand our spiritual understanding.
Blue-skinned aliens
Several stories mention humanoid alien races with a blue skin. These usually refer to Andromedans. The Andromedans were the "blue race" that landed in Florida in 1954, trying to pursuade the US Government not to work with the greys, but instead to join forces with "The Orbin". Their advice was sadly ignored.
The Hopi Indians also talk about a race of blue skinned Star Warriors. There are several indications that lead us to believe these Star Warriors are the same Andromedans.
The Sirius system is known, too, to be inhabited by a race that has a pale skin that approaches blue.
Some dark-skinned Vegan races have a hint of a blue hue in their skin.
Alex Collier mentions some Lyrans with blue skin, as well. (Nobody else does. Vegans maybe?)
There also are several stories that involve a race of reptilian blue greys. These would be one of the races that have a permanent presence on Earth, in US military bases.
Last but not least, there also are stories about a subterranean race of Earth Humans. Chuck Roberts: "A race of peaceable humans some 7-8 ft. tall, with pale-blue skin and large 'wrap-around' eyes which are extremely sensitive to light. These people may, according to some accounts, be allied to the 'Nordics' and/or 'Blonds'. They claim to be descendants of Noah who traveled to the Western Hemisphere a few centuries after the deluge and discovered ancient antediluvian cavern systems and technologies which had been abandoned in the subterranean recesses. They have been encountered mostly in deep cavern-systems beneath the general region of the Ozarks-Arkansas and surrounding regions (Evadamic)." Other sources tell of encounters with this same race in the Southern States of the USA.
There are Andromedans in 5 D, 7 D and 9 D. Some of them have reddish skin as well.
The Reptilians are the creation of the Carians, (Bird Headed Beings) their parent race. They evolved on a planet in the Alpha Draconi star system of the Orion Constellation. The royal line of Reptilians are the Draconians, or Winged Dragons from the House of El. Reptiles have two major sub races, Winged Serpents (Snakes) and Lizards (Lizzies.) Reptilians have a highly sophisticated knowledge of universal law and are allegedly responsible for the Mystery School Teachings on Earth. The Reptilians allegedly were given a creational agenda by the Carians. They were to move through the universe and destroy any existing civilization they found along the way, recreating new DNA codes and entities following those codes. It was part of a Master Plan, a Universal Game, Polarity Integration, reality in conflict, an experiment in emotions, resulting in soul evolution at the end of the cycles of its existence.
